Ecommerce Europe High-level Discussion forum on the EBA’s RTS on Strong Customer Authentication (invitation only)

Under Article 98 of the revised Payment Services Directive, the European Banking Authority (EBA) is to draft Regulatory Technical Standards (RTS) on Strong Customer Authentication and Common and Secure Communication. The EBA subsequently submitted its final draft to the European Commission on 29 June 2017. Since their initial consultation in August 2016, the RTS have remained controversial among market participants.

To stimulate Europe’s Digital Single Market, it is crucial to ensure a safe, efficient and well-functioning online payment landscape. Europe’s digital economy fully supports the need for strong customer protections when buying goods and/or services online, but any security measures for authentication should be strictly balanced in ensuring customers’ checkout convenience.

Over the past years, consumers have quickly become used to the highest level of convenience and security when purchasing goods and/or services online. Online merchants are heavily investing in convenient, customer-centric solutions to effectively and safely assess and pin-point potential risks in a given transaction.

Ecommerce Europe is concerned that, if the final standards do not strike the right balance between security and convenience, the rules could have a lasting damaging impact on the European digital economy and the success of the Digital Single Market.
